Goalposts of 70 percent and 99 percent are provisional, pending the statbbi provincial-grain ingest in Phase 2. The band reflects the WHO/UNICEF JMP highest-tier service definition (piped water on premises) and the realistic spread across Thai provinces. Re-fit is scheduled for Phase 2 week 6 once the provincial source replaces the current regionally-imputed values. Provinces saturating at 99 percent share the score-100 ceiling by design.
